Approving New Track Supervisors 

Anyone wishing to become an authorized track supervisor shall complete the following training program. After completion of the training program, and signing the track supervisor agreement (included below) the applicant's request to become a supervisor must be approved by the Board of Directors of the Northern California Velodrome Association (NCVA). 

All prospective supervisors must complete a training program made up of 4 Saturday mornings and/or Wednesday night track sessions. During the first three sessions the applicant will act as an assistant to the regular supervisor. The applicant will run the 4th and final training session with the regular track supervisor observing how the session runs. 

During the training program the applicant will learn how to properly handle required paperwork (annual Santa Clara/NCVA releases, rider roster, rental bike releases, etc). The applicant will also learn procedures to handle accident situations, track session NCVA fee monies, unruly track users, location of alarms, light switches, phone & answering machine, and other track equipment. During training sessions the applicant will practice the above procedures under the supervision of the track supervisor. 

An applicant may be required to assist at additional track sessions if the observing track supervisors feel additional training is needed. 

Applicants wanting to become track supervisors are expected to show up on time for the track sessions they sign up for. They will be present for the entire session and lend assistance to the regular track supervisor as needed. Failure to show up when scheduled, stay the entire session or complete the training program could result in the applicant's request to become a track supervisor being denied.  Similar standards hold for maintenance of supervisor status.

The applicant will not be granted track access until the entire training program is completed and the NCVA Board has granted final approval.

Track Supervisor Agreement 

I _______________________________________ ( Supervisor) agree to abide by all of the following conditions. I understand that failure to live up to the terms in this agreement could be grounds for removal from the Hellyer Park Velodrome supervisor/access list. 

  1. Supervisor agrees to assure Northern California Velodrome Association (NCVA) compliance with the Santa Clara County Parks Department use permit. [A copy of this use permit will be on file at the Velodrome for reference by each supervisor.]
  2. Before anyone is allowed onto the track, Supervisor will check the track for any conditions that might be unsafe (such as broken glass on the track). Supervisor will ensure that the track telephone is in working order before the start of each session, and if not in working order will keep County & Emergency #s by a working portable phone at trackside.
  3. Supervisor will assure that all riders have completed a County/NCVA annual release during the same calendar year before they are allowed onto the track. Supervisor will be responsible for collecting NCVA track session use fees. Supervisor will assure that a rider roster is dated and signed by Supervisor each session. Each rider must complete the rider roster and pay the proper fees before riding on the track. At the end of the session, the rider roster along with all collected monies (less supervisor fee) will be placed in an envelope and put in the NCVA secure funds repository. Supervisor will follow NCVA filing procedure for all annual County/NCVA releases completed during his/her session.
  4. In the event of an accident, Supervisor will summon an ambulance by calling for emergency response if needed. Any time there is an accident on the track, no matter how minor, a park ranger must be alerted so that an accident report can be filled out.
  5. Supervisor will notify the NCVA secretary at least 1 week in advance of starting any new program and give 2 weeks notice before ending a riding program. All new riding programs will be subject to approval by the NCVA Board of Directors (Board).
  6. All riding programs conducted by Supervisor shall be open to the general public subject to predetermined conditions. Riding programs may be limited to a specific type of bike (road or track), to licensed or unlicensed riders, and/or to riders of a specific category (the latter must be with approval of the NCVA Board). Sessions may not be restricted to only members from a certain club or by invitation only. Riders who don't wish to participate in planned activities of a session will be allowed to ride as long as they don't interfere with the planned activities.
  7. Supervisor agrees to be available from time to time to run/assist at Saturday morning sessions when needed.
  8. Supervisor agrees to ensure that, at any time any rider is on a bike on the track, at least one supervisor is available off the bike to assist in case of emergency.
