Clarification: in sessions involving A-B-C groups, generally placings in "C" omniums will only generate upgrade points from Men 5->4. Generally, placings in "B" omniums will only generate upgrade points for Men 5->4 or 4->3. When a B group is composed mainly of 3s, or a C group of 4s, more liberal treatment of results will follow. Omnium- and event-based upgrade points between 12 and 24 months old are discounted by half; so-earned points older than 24 months are void. Race-day based upgrade points never age.
Women Upgrade Policy
To move into a high category, women riders have two different sets of requirements: NCVA & USA Cycling Rule book
1) NVCA Women’s Upgrade:
Women who often race in mix-sex races can use the NCVA upgrade method.
Cat 4 and able to race (No Cat 5 for Women)
Complete 3 Saturday/Monday beginner sessions
Cat 4 -> Cat 3
On 5 different race days in 12 months place in the top 5 of a single race of Group “C” race nights on Wednesday night, Tuesday Night racing or like event (must be a race that is mixed with men)
Cat 3-> Cat 2
On 5 different race days in 12 months place in the top 5 of a single race of Group “B” race nights on Wednesday night, Tuesday Night racing or like event (must be a race that is mixed with men)
Cat 1
Our recommendation only --5 top 3 places at regional track races (Velodrome Challenge) or elite women’s national championships.
2) USA Cycling rulebook
Women who often race in
Women only races can always
use the USA Cycling rulebook.
These are the same as for
men.

Women also earn one point for every five race days when upgrading from Cat. 4 through Cat. 2.

Subjective Criteria for Upgrade
In addition to meeting the above minimum standards, riders also have to demonstrate appropriate pack riding skills, generally ride in a safe manner, and show they can be competitive at the higher category.
Note: An exceptional rider may be upgraded without meeting the above minimum standards. An exceptional rider is defined as a rider showing handling skills well above the current category and who dominates racing at his/her current level and who gets approval from 3/4 of the upgrade committee.
The upgrade committee reserves the right to issue a probationary upgrade. The probationary upgrade will only cover racing at the Hellyer Park Velodrome and will be used to observe the rider's conduct in the higher category. Before or after the end of the probationary period a rider may be returned to a lower category on a majority vote of the upgrade committee.

Cat 4 riders earn 1 point for every 5 race days in addition to omnium-based upgrade points.
Submitting for Upgrade
Riders are responsible to keeping track of their own upgrade points. For every race that you place in you should make note of the race date, the field size, and your placing. When you have earned the required upgrade points to move to the higher category, request an upgrade via the online form at http://www.usacycling.org under "membership"/ "riders' resources"/ "request an upgrade", and enter a listing of the dates and upgrade points earned in the space provided for "reason for upgrade".
[When you use the online form, the USAC regional administrator or local association (currently represented by Casey Kerrigan) is notified, and quickly forwards the request to the committee chairman.] The committee will consider your upgrade request at a real or virtual (email) meeting, and inform the regional USAC administrator of its decision.
[If you are not a member (licensee) of usacycling, now is the time to become one. Upgrades have no meaning if you don't have a license to indicate your category.]
Upgrade Committee

is made up of a minimum
of 3 people selected by
the President of the Velodrome
Association. The upgrade
committee is made up of
a mix of people representing
riders, officials, track
supervisors, and promoters.
All members of the upgrade
committee are at the track
on a regular basis so they
can observe the riding
skills of a large number
of riders.
